Kauai's population is about 73,000 across the entire island. The economy runs on tourism, agriculture, and the military installation at Barking Sands — and none of those have supported an adult entertainment industry. Hawaii state law and Kauai County zoning could permit such establishments if demand existed, but the combination of small population, anti-development sentiment, and a tourism economy that markets itself on nature and seclusion has meant the scene simply never formed.
